Due to the retirement of the current post holder we have an opportunity for an experienced Counter Fraud Senior Investigator, based within the Counter Fraud Team, Internal Audit at Rochdale Borough Council. We are looking for a suitably experienced candidate who has experience in working in a fast paced challenging environment.
We are looking for an experienced, enthusiastic and motivated individual to investigate allegations of fraud including:
Council Tax Support
Council Tax
Blue Badge
Adult Care
Business Rates
Tenancy Fraud
The successful candidate must work well within a small team; hold advanced investigation skills and intimate knowledge on legislation linked to counter fraud investigations, as well as a commitment to high performance.
The successful candidate must be willing to undergo the Greater Manchester Police Vetting, this clearance is essential to enable work within the Partnership Enforcement Team (PET) based at Rochdale Police Station. They must be able to lead on any multi-agency fraud investigations and be able to adapt a flexible working pattern including early mornings, evenings and weekends where appropriate. The Council operates a Work Life Balance Scheme that enables staff to manage their time and provides for flexible working arrangements.
Moreover, the successful candidate must have the ability to:
Lead Interviews under Cautions, including interviews conducted with other enforcement bodies
Lead and participate in Counter Fraud proactive exercises and any visits linked to Counter Fraud work
Help train and provide guidance to other officers on the Counter Fraud Team
Provide guidance and Fraud Awareness Training
Work on the Partnership Enforcement Team (PET), leading where appropriate on Counter Fraud Investigations.
Fully prepare cases for prosecution or other sanctions including financial penalties and Cautions, making requests for authorisation of proceedings where necessary. Attend Magistrate and Crown Court to give evidence where necessary
Appointment to this post is subject to a DBS and enhanced Police vetting.
In accordance with Section 7 of the Immigration Act 2016 this post requires the ability to converse at ease with the members of the public and provide advice in accurate spoken English.
