Your role:

The GMCA has an exciting opportunity for a Senior Performance and Contracts Manager to join its Low Carbon Team in the Environment Directorate.

The role will support a team delivering over £100m of low carbon and retrofit measures to help meet the targets in the Greater Manchester 5-year Environment Plan and Retrofit Action Plan.

A key focus of the role will be to support the delivery of government funded projects, such as the Energy Company Obligation (ECO), Social Housing Decarbonisation Fund (SHDF), and Local Energy Advice Demonstrator (LEAD) which are tackling carbon emissions and the cost-of-living crisis by retrofitting thousands of the region’s homes. 

The energy efficiency improvements and low carbon heating systems installed through these programmes will result in homes that are cheaper to heat, more comfortable to live in, and have less impact on the environment.

About you:

The GMCA is seeking an individual with experience of working as part of a project delivery team who can take on responsibility for all aspects of performance and contract management to ensure that projects are successfully commissioned, implemented, and delivered on time and within budget.

A commitment to partnership working is essential, as you will work closely with government departments, local authorities, registered providers of social housing, contractors, and a wide range of local partners. Most importantly, we are looking for an individual with a passion for tackling climate change and fuel poverty, as this retrofit-focussed role is an excellent opportunity to have a direct impact on these issues.

The role requires significant knowledge of ECO funding, including the requirements of the energy companies and installers. It also requires extensive experience of housing retrofit, including the technical requirements of PAS2035, PAS2030, MCS, and TrustMark. Therefore, the post is ideal for an individual with considerable experience of checking on compliance and confidently challenging contractors in meetings and at regular site visits to ensure best practice is followed and high standards are maintained.
